Proportioning by Distance
    Objective:
In this module we will reconstruct block corners by proportioning based off distances from old plans.
NOTES:
- The functions utilized in this module will be found in the MsCOGO Ribbon
 - Street and Lane Widths are fixed (not to be proportioned) in this exercise.
 - When proportioning, enter fixed distances as negative
 - When entering any distance you wish to scale ground to grid, enter "s" as a suffix.

Assignment:
- Continue working with your last saved version of Part1.dwg, or switch to Part2.dwg
 - Set next pt at 5000 series in hot toggles menu
 - Ensure Point Protection is turned on
 - Turn on output scale so any inquiries you make will be listed in ground
 - Turn off "draw bearings and distances" in hot toggles
 - Freeze layer PMBC_F_PARCEL_LINE
 - Create New layer named Boundary, assign a color, set it current
 - Open plan NEP 88651
 - Proportion a line between pts 39..38 to solve for the block corners following the process shown in the movie
